In 1998, the Government of Mohéli enacted the Mwali Services Law 1998, following its independence and autonomy from the previous Republic.
Provisions on public and private patrimony are included in Articles 36–38 of the Constitution of Mohéli, which also clarifies the elements of the Mwali International Services Authority (MISA) and its powers to promote and regulate private investment.
As the current Registrar of Companies of Mohéli in the Union of Comoros, MISA is today a registered authority assigned the official responsibility for registering and licensing international business entities.
MISA operates under the broad authority to provide international business services in many areas:
• Company Registration: incorporates international business companies, trusts, and foundations.
• Licensing of Financial Entities: authorises and supervises companies delivering financial services, such as brokerage and investment services.
• Corporate Record Management: manages official records and regulatory compliance associated with company registration.
• Verification Services: give the public access to information about the status of a company to promote transparency.

• Promote the island as a competitive offshore jurisdiction.
• Promote global reach by providing a stable and secure legal framework.
• Promote investor confidence through a systematic approach to regulation and supervision.
