Risk scorecard
Each area is scored 0 (clean) to 10 (worst). Higher means more risk.
Regulation
7/10 · HighHolds only a Cook Islands money-changing licence (verified on the FSC register); no forex or CFD authorisation, no compensation scheme, no conduct supervision. Not fabricated, not a clone, so short of 9-10.
Identity & transparency
3/10 · LowReal, disclosed entity confirmed on the regulator's register, with address, audit and a recognised brand; some opacity from the offshore jurisdiction and related entities.
Withdrawals & conduct
5/10 · ModerateGenuine fund-integrity pattern (bonus-abuse profit confiscation, verification delays) across platforms, but deposits are returned and the firm responds, alongside many positive withdrawal reports.
Reputation
4/10 · ModerateNet-positive footprint (4.4 across 593 Trustpilot reviews, 80 percent 5-star) with a real 1-star tail and some incentivised-looking praise; mixed rather than damning.
Website claims
5/10 · ModeratePresents a money-changing licence as being regulated by the FSC, overstating a real but inappropriate registration; does at least name the licence type honestly.
Operational history
2/10 · LowAbout eight years of verified operation (company 2018; main domain registered 2015); well above the three-year threshold.

Why we reached this verdict
How the evidence adds up.
We rate 4XC high risk because it runs a leveraged trading business without any licence that actually covers that business.
- The licence is real, but it is the wrong kind. The Cook Islands FSC lists 4xCube Limited only under licensed money-changing businesses. A money-changing licence covers currency exchange under the Money Changing and Remittance Businesses Act 2009. It does not authorise running a retail forex or CFD brokerage, and it carries no client-money protection, no compensation scheme and no conduct supervision for trading.
- The site presents this as being regulated. Saying it is licensed by the FSC gives clients the impression of broker oversight that does not exist. To its credit, the site does call the licence a money-changing licence rather than inventing a tier-1 authorisation.
- There is a genuine fund-integrity complaint pattern. Several clients describe profits being wiped under a bonus-abuse clause once an account grows, and withdrawals stalled behind repeated verification. This appears across more than one platform with specific amounts. It is real, but bounded: the firm returns original deposits and answers disputes publicly, which is not the behaviour of a pure boiler room.
- It is an established operation, not a fresh shell. The company dates to 2018 and the review footprint is large and mostly positive, so the risk here is lack of protection, not evidence of theft.
Note on operating history: the 10.9-year track record rests on domain registration alone. No company incorporation date could be established, so this is an upper bound rather than a confirmed age.
Evidence ledger
Every finding, with its source and how strongly it points.
E1The Cook Islands FSC's own register lists 4xCube Limited under licensed money-changing businesses only, confirming the licence exists but is a money-changing licence, not a forex or CFD authorisation.
E2The broker's own legal page states it is licensed by the FSC with money-changing licence MC03/2018, presenting a money-changing registration as broker regulation and publishing no register verify link.
Moderate4XC legal pageE3Independent reviews confirm the FSC licence is a money-exchange licence and does not regulate 4XC as a retail forex brokerage, rating the FSC a lowest-tier regulator.
ModerateFXEmpire; DayTrading.comE4Trustpilot shows 593 reviews at 4.4 (80 percent 5-star, 9 percent 1-star); negative reviews describe bonus-abuse profit confiscation and delayed withdrawals with specific amounts, while positives report smooth withdrawals; the firm replies to 37 percent of negatives.
ModerateTrustpilotE5The only regulator-linked alert concerning the name warns that scammers impersonate 4xCube staff on Telegram; 4xCube disavowed them and the matter was referred to police. This is a warning about impersonators, not against the broker.
E6The main domain 4xc.com was registered on 20 September 2015 and 4xCube Ltd was incorporated in the Cook Islands around 2018, giving an established operating history well beyond three years.
ModerateRDAP (Verisign) for 4xc.comE7A sweep of regulator warning lists (FCA, CNMV, AMF, CONSOB, IOSCO I-SCAN) found no confirmed warning or enforcement naming 4xc.com or 4xCube Ltd for unauthorised or fraudulent operation; a claimed CONSOB block did not check out on inspection.
The other side
The strongest case in this broker’s favour.
The fair case for 4XC:
- It is a real, identifiable company. The Cook Islands regulator's own register confirms 4xCube Limited exists and holds a money-changing licence, so this is not a fabricated or clone identity.
- It has traded for around eight years and has a substantial, net-positive public track record (4.4 on Trustpilot across 593 reviews), including many reports of smooth deposits and withdrawals.
- The firm is audited, discloses its legal entity and address, and is a member of a dispute-resolution body with a compensation fund for members.
- In the disputes we read, it returned clients' original deposits and only clawed back bonus-derived profits under its published bonus terms, and it responds to complaints rather than vanishing.
- The one public regulator alert linked to the name is about criminals impersonating 4xCube staff on Telegram, which the firm disavowed and reported to police. That is a point in its favour, not against it.
What would change this
What we would need to see to revise the verdict.
Our view would move if any of the following appeared:
- Toward safer: a genuine forex or CFD licence from a recognised regulator (for example FCA, ASIC, CySEC or FSCA) verifiable on that regulator's own register and covering the entity that holds client funds.
- Toward safer: a sustained record of large withdrawals paid without bonus-clause clawbacks, and removal of any wording that implies the money-changing licence equals broker regulation.
- Toward scam: a regulator warning or enforcement action naming 4xc.com or 4xCube Ltd itself for unauthorised or fraudulent operation.
- Toward scam: a clustered, time-stamped wave of clients reporting original deposits (not just bonus profits) withheld, or demands for an extra payment before funds are released.

Frequently asked questions
Quick answers about this broker’s safety.
Is 4XC a scam?
We did not find proof that 4XC is a scam. It is a real, long-running offshore broker. But it is high risk because it has no genuine forex or CFD licence, only a Cook Islands money-changing licence, so your funds are not protected the way they would be with a properly regulated broker.
Is 4XC regulated?
Not as a broker. The Cook Islands Financial Supervisory Commission lists 4xCube Limited only as a licensed money-changing business. That licence covers currency exchange, not running a retail forex or CFD brokerage, so there is no real broker oversight.
What is licence MC03/2018 worth?
It is a genuine money-changing licence, which we confirmed on the Cook Islands FSC register. It is not a trading licence. It gives you no investor compensation scheme and no conduct protection if a trading dispute arises.
Can I withdraw my money from 4XC?
Many clients report normal withdrawals. However, there is a recurring complaint that profits are confiscated under a bonus-abuse clause once an account grows, with the original deposit returned. Withdrawals have also been delayed behind repeated verification requests.
Is my money safe with 4XC?
There is no regulatory safety net. The firm says it segregates client funds and is a member of a dispute body with a compensation fund, but none of that is equivalent to being licensed and supervised as a broker by a serious regulator.
Who owns 4XC?
The brand is operated by 4xCube Ltd, registered in the Cook Islands (company number ICA 12767/2018) at an address in Rarotonga. It was formerly branded 4xCube.
How old is 4XC?
The company dates to 2018 and the main domain has existed for years, so it has roughly eight years of operating history. This is an established operation, not a brand-new shell.
Is 4XC a clone of another broker?
No. It is its own registered entity confirmed on the Cook Islands regulator's register. It is not impersonating a regulated firm. Note that criminals have impersonated 4XC itself on Telegram.
Why did the FSCA in South Africa mention 4xCube?
The FSCA warned that scammers on Telegram used the name 4xC MetaTrader and the details of a real 4xCube employee to defraud people. 4xCube disavowed them and the matter was referred to the police. That alert is about impersonators, not against 4XC itself.
What should I check before depositing with 4XC?
Confirm what the licence actually covers (money-changing, not trading), avoid deposit bonuses because of the clawback disputes, keep deposits small, withdraw often, and prefer a broker licensed by a tier-1 regulator in your own country.
Is the deposit bonus safe to take?
It is the main risk point. Most of the fund-integrity complaints we read involve the bonus terms being used to cancel profits after an account grows. If you trade here, declining bonuses avoids that trap.
What do I do if I was scammed using the 4XC name?
If you were contacted on Telegram or WhatsApp by someone claiming to be 4XC staff offering managed trading, that is almost certainly an impersonator. Stop sending money, gather evidence, report it to your local police and financial regulator, and beware of recovery agents who ask for an upfront fee.
What we recommend
The practical takeaway from everything above.
Treat 4XC as high risk and unprotected.
- Do not treat the Cook Islands money-changing licence as broker regulation. It gives you no compensation scheme and no conduct protection if something goes wrong.
- If you still choose to trade, avoid deposit bonuses, since the bonus terms are the trigger in most of the fund-integrity disputes we found.
- Keep deposits small, take profits out early and often, and save all statements and correspondence.
- Only deal through the official 4xc.com channels. Anyone contacting you as 4xCube or 4XC on Telegram or WhatsApp offering managed trading is very likely an impersonator.
- If you want real protection, choose a broker licensed by a tier-1 regulator for the country you live in.
