Why we reached this verdict
How the evidence adds up.
Two separate lines of primary evidence settle this, and they point the same way.
- Seven authorities have named it. The Alberta Securities Commission added BinaryCent to its Investment Caution List on 5 May 2023, recording that binarycent.com is not registered to trade in or advise on securities or derivatives in Alberta. The Bank of Russia lists binarycent.com among entities with detected signs of illegal professional securities market activity. France's AMF has blacklisted www.binarycent.com for both forex and binary options since 22 June 2018. Portugal's CMVM warned on 16 February 2024 about Wave Makers LTD trading as Binarycent, naming the entity in our own records. The CFTC placed Binarycent on its RED List, recording that it acts in a capacity that appears to require registration while soliciting and accepting funds from US customers. The aggregate alerts record also carries entries from Spain's CNMV and Belgium's FSMA.
- The company behind it no longer legally exists. The Marshall Islands corporate registry shows entity 103581, WAVE MAKERS LTD, with an existence date of 19 December 2019 and an annulment date of 18 January 2022. The register states plainly that this is not a statement of good standing. Anyone depositing today is contracting with a company that ceased to exist more than four and a half years ago, so there is no solvent legal counterparty on the record to pursue.
- No licence exists to check. We read the site's full client agreement and its contact, funding and advantages pages. Not one names a regulator. Independent broker records reach the same conclusion: no forex or financial trading licence found. For a business that holds client money and quotes its own prices, that means nobody audits the balances, no compensation scheme applies, and no authority can order a payout.
- Clients describe one failure, repeatedly. Across Trustpilot and a second review platform, the same mechanism recurs from 2022 into 2026: funding is instant, then a withdrawal request is met with extra verification, then it sits pending while the finance department is said to be reviewing it. Specific cases include 300 dollars held over a month in March 2024, an account cancelled for making too much profit, and a US holder still owed 3,647 dollars in January 2026 after roughly a year. One client in September 2025 described being pressed to take repeated smaller withdrawals so that a 20 percent cut applied each time, which is a fee demanded as the price of being paid.
- The headline promise is contradicted by the record. The first advertised advantage on the site is guaranteed withdrawals processed within 1 hour. The complaint record describes the opposite as the normal outcome. The funding page also asserts funds safety in a Europe bank, which no regulator requires, verifies or guarantees here, and which no longer has an existing company standing behind it.
- Soliciting far beyond any permission. The contact page publishes dedicated sales and support lines for Australia, Singapore, Thailand, China and Russia, alongside a Dominican Republic number. An operation with no licence in any of those markets is marketing into all of them.
- A history that did not start with this company. The AMF blacklisted binarycent.com in 2018 under the names Cent Projects Ltd and Finance Group Corp, and the CFTC records Binarycent as owned and operated by Cent Projects Ltd of Seychelles. The same website has therefore run through at least three corporate names while the warnings accumulated. A change of shell does not clear that history.
We do not state as fact that a crime has been committed, because that is for a court. We assess the risk of fraud as high, and we report what the authorities themselves have found.
Evidence ledger
Every finding, with its source and how strongly it points.
E1The Alberta Securities Commission's Investment Caution List, entry dated 5 May 2023, states that the website binarycent.com has been associated with BinaryCent and that BinaryCent is not registered to trade in or advise on securities or derivatives in Alberta.
E2The Bank of Russia's list of entities with detected signs of illegal activity in the financial market records BINARYCENT with the websites www.binarycent.com and binarycent.com, under signs of an illegal professional securities market participant, dated 3 February 2022.
Hard proofBank of Russia warning listE3The AMF France blacklist of unauthorised operators lists Cent Projects Ltd and Finance Group Corp for the website www.binarycent.com, under both the forex and the binary options categories, published 22 June 2018.
E4The CMVM warned investors on 16 February 2024 about Wave Makers LTD trading as BINARYCENT, with the website binarycent.app, stating it is not authorised to carry out any financial intermediation activity in Portugal and is not legally qualified to advertise or prospect for clients.
Hard proofCMVM Portugal, investor warningE5The CFTC RED List entry for Binarycent, dated 2019 and naming Cent Projects Ltd of Seychelles as owner and operator, records that it acts in a capacity that appears to require registration but is not registered with the CFTC, while soliciting and accepting funds from US customers for binary options.
Hard proofCFTC RED ListE6The Marshall Islands corporate registry, searched by entity number, returns entity 103581 WAVE MAKERS LTD, a corporation with an existence date of 19 December 2019 and an annulment date of 18 January 2022, and states that the record is not a statement of good standing.
E7The international alerts record held by IOSCO returns four member authority entries for this operation: Wave Makers LTD trading as Binarycent from Portugal's CMVM in February 2024, BinaryCent from the Alberta Securities Commission in May 2023, a fraudulent online trading platforms listing from Belgium's FSMA in November 2021, and BINARYCENT from Spain's CNMV in July 2019.
E8The site's own client agreement names Binarycent as the Company operated by Wave Makers LTD, registration number 103581, at the Majuro address, and across roughly 48,000 characters it names no regulator, no supervisory authority and no governing jurisdiction for disputes.
E9Trustpilot shows 84 reviews averaging 1.4 out of 5, distributed 83 percent one star against 12 percent five star, with a platform note that the company has received regulatory attention and has not replied to negative reviews.
E10Individual client accounts describe one mechanism repeatedly: a US holder formally demanding release of 3,647 dollars in January 2026 after roughly a year of requests, 300 dollars held over a month in March 2024, a month-long wait in April 2024, and an account cancelled for making too much profit in December 2022.
E11A client in September 2025 reported completing extra verification, then being telephoned and emailed to take multiple smaller withdrawals so that a 20 percent cut applied to each, and still receiving nothing weeks later. A fee charged as the condition of being paid has no legitimate counterpart.
ModerateTrustpilot, binarycent.comE12A second review platform carries 21 reviews at 2.9 for binarycent.com with the same theme of withdrawals declined repeatedly and left pending for months, from clients in Canada and Kenya. Several of those posts also advertise fund recovery services, so we discounted them rather than counting them at full weight.
E13A third platform shows 555 reviews at 2.8, but the recent entries are generic filler unrelated to trading and repeated plugs for fund recovery websites. We treat this footprint as seeded and draw no conclusion from it in either direction.
E14An independent dispute resolution body added BinaryCent and binarycent.com to its warning list on 18 June 2024, stating after reviewing information submitted by customers that the company and website may be used to scam and defraud traders and investors.
E15The site's first advertised advantage is guaranteed withdrawals processing within 1 hour, alongside claims of 100 percent secured trading and more than 10,000 daily processed transactions. The withdrawal guarantee is contradicted by the complaint record and no supervisor stands behind any of it.
E16The contact page publishes separate sales and support numbers for English, Russian, Chinese, Thai, Singapore and Australia, including an Australian line, alongside a Dominican Republic number. This is active solicitation in markets where the operation holds no permission of any kind.
StrongBinarycent contacts pageE17The funding page charges 5 percent on Visa and Mastercard deposits while Bitcoin, Ethereum and altcoin deposits are free, steering clients to the only rail that cannot be reversed, and asserts funds safety in a Europe bank with no named bank, no regulator and no segregation duty behind the claim.
ModerateBinarycent funding methods pageE18The site footer states that Binarycent and its agents and partners are not registered and provide no services on US territory, which sits against the CFTC's finding that it solicits and accepts US customer funds and against a US client's unresolved withdrawal complaint from January 2026.
ModerateBinarycent home page footerE19Registration records show binarycent.com was created on 3 July 2016 and remains on Cloudflare nameservers, establishing a continuous presence of about ten years under this brand. Longevity is the strongest single point in the operation's favour.
E20Registration records show binarycent.app was created on 16 October 2022 on the same two Cloudflare nameservers as the main domain, and it redirects to binarycent.com. This ties the domain named in the Portuguese warning to the operation under review.
E21Neither the broker's own pages nor independent broker records show any licence claim, any named regulator or any borrowed licence number. The operation is not impersonating a regulated firm, which distinguishes it from a clone even though it leaves it entirely unsupervised.
The other side
The strongest case in this broker’s favour.
The fair case for Binarycent, and it is not empty.
- It does not pretend to be regulated. This matters. Many sites in this category print a fake licence number or wear a real firm's credentials. Binarycent does neither. It names no regulator, impersonates no licensed company, and uses no other firm's licence. It is not a clone.
- It discloses a real, consistent identity. The same company name, registration number and address appear in the footer, the client agreement and the contact page. That consistency is what allowed us to look the company up and find the annulment. Many bad actors disclose nothing at all.
- It is genuinely long running. The main domain was registered in July 2016 and the site has operated continuously under this brand since. This is not a site thrown up last month, and that length of operation is a real point in its favour.
- Some clients do get paid. About one in eight Trustpilot reviewers rate it five stars, and one complainant later reported recovering a withdrawal. The pattern we found is serious but it is not every client every time.
- Not every warning means theft. A blacklist entry from the AMF or the Bank of Russia means an operator is not authorised in that country. Offshore brokers collect such entries routinely, and on its own that is unlicensed selling rather than proof that money was taken.
- Some complaints cannot be trusted. Its review pages are swarmed with recovery service advertisements and, on one platform, with filler text that is not about a broker at all. We discounted those in both directions rather than counting them.
What defeats this case is the combination the steelman cannot answer: no licence anywhere, a contracting company annulled since January 2022, and a withdrawal failure described the same way by different clients in different countries over four years.
What would change this
What we would need to see to revise the verdict.
Concrete things that would move this verdict, and we would re-examine on any of them.
- The Marshall Islands register showing entity 103581 restored to good standing, or the site naming a different, currently existing company as the party holding client funds.
- A genuine trading licence appearing on the public register of a real financial authority in the name of the entity that actually takes the deposits.
- The Alberta Securities Commission, the Bank of Russia, the AMF, the CMVM and the CFTC removing their entries for this operation.
- A sustained, verifiable record of withdrawals paid on time, including resolution of the open cases, with the operator answering complaints publicly again rather than leaving them unanswered.
- Evidence that today's operators are genuinely severed from Cent Projects Ltd and Finance Group Corp, the names blacklisted for this same website, by different ownership and different infrastructure.
- Removal of the guaranteed withdrawals within 1 hour claim, or proof that it is actually met.

Frequently asked questions
Quick answers about this broker’s safety.
Is Binarycent a scam?
We assess it as one, and we rate the risk at 90 out of 100. It holds no financial licence in any country, seven authorities have published warnings naming the site or its company, and the company named as your contracting party was annulled on the Marshall Islands register in January 2022. Clients describe deposits credited instantly and withdrawals then held for months.
Is Binarycent a fraud?
We do not state that as a legal finding, because fraud is a crime that a court decides. What we can report is attributed: the Bank of Russia records signs of illegal professional securities market activity at binarycent.com, the CFTC lists it as soliciting and accepting funds from US customers without the required registration, and an independent dispute body added the site to its warning list in June 2024 after reviewing customer submissions. On that record we assess the risk of fraud as high.
Is Binarycent regulated?
No. There is no licence on any public register, and the site itself names no regulator anywhere, including in its full client agreement. Independent broker records reach the same conclusion. The number 103581 in the footer is a company registration, not a financial licence, and it does not permit anyone to hold client money or run a trading business.
Can I withdraw my money from Binarycent?
Some clients report being paid, but a consistent pattern across review platforms from 2022 into 2026 describes withdrawals left pending for months after extra verification was completed. Documented examples include 300 dollars held for over a month and a US account holder still owed 3,647 dollars in January 2026. If you hold a balance, request it now and keep written records of everything.
Is my money safe with Binarycent?
No. With no regulator, nobody audits how client funds are held, there is no compensation scheme if the business fails, and no authority can order a payout. The site asserts funds safety in a Europe bank, but no supervisor requires or verifies that, and the company named as responsible has not legally existed since January 2022.
Who owns Binarycent?
The site names Wave Makers LTD, Marshall Islands company 103581, at the Trust Company Complex in Majuro. No directors, officers or owners are disclosed, and the Marshall Islands does not publish them. The AMF blacklisted the same website under the names Cent Projects Ltd and Finance Group Corp, and the CFTC records Binarycent as owned and operated by Cent Projects Ltd of Seychelles.
What does it mean that Wave Makers LTD is annulled?
The Marshall Islands registry shows the company existed from 19 December 2019 and was annulled on 18 January 2022, and states that the record is not a statement of good standing. Annulment means the corporation's legal existence ended, usually for failure to keep up its filings or fees. In practice there is no live company to sue, no assets you can reach, and no office to serve papers on, yet the site still prints the name as its 2026 operator.
How old is Binarycent?
The main domain binarycent.com was registered in July 2016 and the brand has run continuously since, so the operation is about ten years old. The named company dates only to December 2019, giving a verified track record of roughly seven years. The site advertises no founding year, so there is no exaggerated age claim here. The length of operation is real, but it is the persistence of an unlicensed site across at least three corporate names rather than a regulated firm's track record.
What is the Marshall Islands registration worth for a broker?
Nothing in regulatory terms. Registering a company in the Marshall Islands is an inexpensive administrative step with no financial supervision attached. It does not authorise anyone to take deposits, hold client money or deal in financial instruments, and the registry does not check how a company treats its customers. In this case the registration is not even current.
Is Binarycent a clone of a regulated broker?
No, and this is one point in its favour. It does not quote another firm's licence number, does not copy a regulated brand's identity, and does not claim credentials it borrowed from someone else. The problem is not impersonation. It is that no licence exists at all and the company behind the site has been annulled.
Does Binarycent accept clients from the United States?
The site states it is not registered and provides no services on US territory. The CFTC's RED List records the opposite finding, namely that it solicits and accepts funds from US customers while offering binary options without the registration that activity requires. A US account holder posted an unresolved withdrawal complaint in January 2026.
What should I do if I lost money with Binarycent?
Gather your evidence first: deposit receipts, withdrawal requests, ticket numbers, account statements and all correspondence with dates and amounts. If you paid by card, contact your bank about a chargeback immediately and ask about the deadline. Report the matter to the financial regulator and the police in your own country. Do not pay anyone who offers to recover your funds for an upfront fee, because the review pages for this site are full of exactly that second scam.
What should I check before depositing with any broker?
Look up the licence number yourself on the regulator's own public register, not on the broker's site, and confirm that the licensed name matches the company that will actually hold your money. Check that the company is current in its home corporate registry. Search the exact domain, not just the brand, against regulator warning lists. Then read recent one star reviews for the single question that matters, which is whether people are paid when they ask to withdraw.
Why does Binarycent charge 5 percent on card deposits but nothing on crypto?
The funding page prices Visa and Mastercard at a 5 percent transfer fee while Bitcoin, Ethereum and altcoin deposits are free. That pricing steers clients towards crypto, which is the one route that cannot be reversed or charged back through a bank. With no regulator and no existing company behind the site, giving up that protection is a significant risk to take.
What we recommend
The practical takeaway from everything above.
Our advice to anyone considering or already using this site.
- Do not deposit. There is no licence, no compensation scheme, and no currently existing company to hold responsible.
- If you have a balance, request a full withdrawal now and keep a written record of every request, ticket and reply with dates and amounts.
- Never pay anything to release your own money. No legitimate broker requires a tax, an unlock fee or a percentage cut as the condition of paying you.
- If you funded by card, contact your bank about a chargeback straight away and ask about the time limit. Crypto deposits cannot be reversed, which is why the free crypto route should be treated with particular caution.
- Report it to your own regulator, and in Canada, Portugal, France, Spain, Belgium, Russia or the United States note that an entry for this operation already exists.
- Ignore anyone offering to recover your funds for a fee. The review pages for this site are full of such offers and they are a second scam aimed at the same victims.
This is an independent assessment of risk, not a legal ruling. Scores and verdicts follow the Wikilix broker-safety methodology and can change as new evidence appears. Review scores are treated with caution when a broker’s reviews look manipulated. Last reviewed October 14, 2026.
