Why we reached this verdict
How the evidence adds up.
Two things are true at once here, and the verdict is the product of both.
- The regulation is real, and it is onshore. SERC's own list of licensed intermediaries carries Cambodian Derivatives Exchange Co., Ltd. twice: as a central counterparty holding licence No. 001 and as a derivative broker holding authorisation No. 001. The entry prints the Golden Tower address, the phone number 023 227 777, the email enquiry@cdx.com.kh and the website www.cdx.com.kh, all of which match what the company publishes. The identity test passes on name, domain and contacts, so this is not a clone and it is not an unlicensed operation.
- But the regulator records the business as suspended. SERC's derivatives register lists the trading-system status of this exchange as business suspended (the Khmer edition prints the same thing), and the column naming the derivative brokers under its clearing house reads none. The identical register, as published in October 2025, showed CDX active with four brokers under it: CDX itself, Goldwell Capital, Broker Jet and PP Link Securities. Broker Jet and PP Link Securities now appear under Phnom Penh Derivative Exchange Plc.
- The website does not tell you any of that. The footer still reads that the company is registered as a central counterparty and derivatives broker and is regulated by SERC. That statement is accurate as far as it goes, but it omits the suspension, and the site carries no link to the register where a visitor could see it. The company's own news and events stop in May 2024.
- Nothing in the complaint record points at theft. There is no regulator warning, no SERC alert and no enforcement action naming this company or its domain. There is no Trustpilot profile, no forum thread, no Reddit account and no Chinese-language complaint describing a refused withdrawal, a frozen account or a demand for an extra payment before funds are released. The nearest thing to a user footprint is a handful of positive local reviews and a Facebook page with roughly 23,700 followers.
- The corporate reality holds up. Company registration 00009455 exists on the Cambodian company register with the Golden Tower address, the status Registered and the previous name Golden FX Link (Cambodia). A business listing at that exact address carries the same phone number as the register entry. Independent trade press from February 2017 reported the same firm as the first in Cambodia to receive both a central counterparty and a derivative broker licence, with USD 5 million deposited at the National Bank of Cambodia for the clearing licence.
- Why 40 and not lower. A clean history does not help a depositor whose counterparty cannot currently clear a trade. A suspended clearing house with no member brokers, a website that still presents business as usual and public communications that went quiet two years ago add up to real risk of money being hard to move, even with no misconduct on the record. The exact date and reason for the suspension are not published, which is why the confidence here is medium rather than high.
- On the age. The company's exact incorporation date is not on the public record, so the track record below rests on the registry record for registration 00009455 and on the continuous life of cdx.com.kh since August 2018. Both point to an operation of roughly seven to ten years, and the firm's claim to have been Cambodia's first central counterparty since 2016 is corroborated by the February 2017 trade-press report rather than contradicted by anything we found.
Note on operating history: the 7.1-year track record rests on company incorporation alone. No domain registration date could be established, so this is an upper bound rather than a confirmed age.

It corroborates the company's claim to have operated since 2016.

The strongest case in this broker’s favour.
The case for CDX, stated as strongly as the evidence allows:
- This is a nationally licensed market infrastructure business, not a retail marketing operation. Its public pages are aimed at firms applying to become derivative brokers, not at individuals being pushed to deposit, and there is no bonus funnel, no countdown timer and no account-manager pitch anywhere on the site.
- It discloses more than most brokers do: legal entity, company registration number, physical address, risk warning, and an exclusion of United States clients. SERC goes further and publishes the bank accounts in which its client money is held, which is a level of transparency almost no offshore broker offers.
- The office is real. A business listing at the registered address in Golden Tower shows the same telephone number that the regulator prints, with a small number of positive reviews, and a fellow SERC-licensed broker occupies the same building.
- A suspension is not a revocation, and it is not an accusation. Both authorisations remain on SERC's list of licensed intermediaries. Regulators suspend a trading-system connection for many reasons, including technical migration, capital or reporting matters, or a voluntary pause, and SERC has published nothing alleging misconduct by this company.
- The rename from Golden FX Link (Cambodia) carries no baggage. It is the same registration number under a new brand, the predecessor name appears on no warning list, and a sister brand, Golden FX Link Capital, continued separately as a licensed broker.
- The one aggregator score that reads badly for CDX does so because it records the firm as not regulated. That is simply wrong: the national regulator's own register shows two authorisations in this company's name.

- If you deal with a Cambodian derivative broker rather than the exchange itself, check which central counterparty your broker clears through on SERC's register before funding an account. Several brokers have changed clearing house.
