Why we reached this verdict
How the evidence adds up.
ROCO is a high-risk offshore broker, not a confirmed scam. The findings alone score 54%. We publish 65% because the operation is too young for a quiet record to mean much.
- Genuine but new licence. The FSC Mauritius register lists Roco Broker (MU) Ltd as an Investment Dealer (Full Service Dealer excluding Underwriting) from 15 October 2026, at the Ebene address the website gives. It is a real dealing licence, but from an offshore regulator and with almost no supervisory history behind it.
- Bank of Russia warning. Since 10 December 2025 the Bank of Russia has listed Rocobroker, website rocobroker.com, among entities with signs of an illegal professional securities market participant. The site still runs a Russian-language version and excludes only the USA and North Korea. The listing concerns unlicensed business in Russia, not a finding of fraud. It still applies under the new licence because the domain and brand have not changed.
- Two years on a licence that offers no real protection. From October 2024 to mid-2026 the site was run by Roco Broker Ltd, a Mohéli (Comoros) company holding MISA licence BFX2024190. In December 2025 the Central Bank of the Comoros said licensing financial institutions is its exclusive power. It named MISA among structures falsely claiming to grant approvals.
- The contract still points to the Comoros. The current client agreement names Roco Broker (MU) Ltd. Yet clauses 15.2 and 22 apply Comoros law, give Comoros courts exclusive jurisdiction and hand disputes to an arbitrator appointed by MISA. The agreement does not say client money is kept in segregated accounts.
- Selling beyond its licence. ROCO offers local payment routes for 40 countries, including Australia, Canada, Japan and Singapore, and takes Iranian rial through TCPAY. Iran and North Korea are the two countries on the FATF list of high-risk jurisdictions subject to a call for action. ROCO excludes North Korea but serves Iranian clients.
- An age claim it cannot back. The About page leads with 12+ years of financial market experience. The domain was registered on 29 August 2024 and the first licence dates from 25 October 2024.
- No missing-money pattern. Reviews are few and mostly in Persian. They complain about spreads, commissions and connection drops. None reports a refused withdrawal or a fee demanded to release funds.
- Why 65%. The verifiable track record is about two years, counted from the domain registration. Roco Broker (MU) Ltd's incorporation date is not shown on its FSC entry or its website, so that figure is an upper bound. For an operation this young, a quiet complaint record says little, so the published figure is raised from 54% to 65%. The increase reflects the short history, not misconduct beyond what is listed above.

The other side
The strongest case in this broker’s favour.
There is a fair case that ROCO is a small offshore broker moving up, not a scam.
- It sought a real regulator. Moving from a MISA registration to an FSC Mauritius Investment Dealer licence meant passing a licensing review, appointing a local management company and keeping a registered office in Ebene. Operations built to take money and vanish rarely put themselves under a supervisor that can inspect them.
- One consistent identity. Since August 2024 the brand, domain, UK support number and MetaTrader 5 server name (RocoBroker-Ltd) have stayed the same. The site names its company, address and licence.
- No missing-money reports. Across Trustpilot, an Iranian review site and a third-party broker directory, no client reports a refused or frozen withdrawal. Several describe fast withdrawals, and the Iranian review site says it has received no violation reports about ROCO.
- The Russian listing is about licensing. The Bank of Russia lists many foreign brokers that accept Russian clients without a Russian licence. Its entry does not say ROCO kept anyone's money.
- Experience is not founding. The 12+ years line may describe the team's background rather than the company's age.
What would change this
What we would need to see to revise the verdict.
Specific findings would move this assessment either way.
- Lower risk: a client agreement placing disputes under Mauritius law, a clear statement that client money is held in segregated accounts, an end to Iranian rial payments and to selling in countries where ROCO is unlicensed, removal from the Bank of Russia list, and a longer clean record under the FSC licence.
- Higher risk: credible, specific reports of refused or stalled withdrawals, any demand for a fee or tax before funds are released, FSC action against Roco Broker (MU) Ltd, the licence leaving the FSC register, or new regulator warnings naming rocobroker.com.

Frequently asked questions
Quick answers about this broker’s safety.
Is ROCO a scam?
We have not found proof that ROCO is a scam, but we rate it high risk at 65%. It holds a genuine FSC Mauritius dealer licence issued on 15 October 2026, yet the Bank of Russia lists its website and the operation is only about two years old. We found no pattern of refused withdrawals.
Is ROCO a fraud?
We found no evidence of fraud. No regulator or court has accused ROCO or its companies of fraud, and no client report we found describes a refused withdrawal or a fee demanded to release funds. The Bank of Russia warning concerns offering services in Russia without a licence.
Is ROCO regulated?
Yes, since 15 October 2026. The FSC Mauritius register lists Roco Broker (MU) Ltd as an Investment Dealer (Full Service Dealer excluding Underwriting) at the same Ebene address shown on rocobroker.com. Before that, the brand operated under a Comoros MISA licence that gives clients no real protection.
Why is ROCO on the Bank of Russia warning list?
On 10 December 2025 the Bank of Russia added Rocobroker, website rocobroker.com, to its list of entities with signs of an illegal professional securities market participant. In practice that means offering investment services to people in Russia without a Bank of Russia licence. The site still runs a Russian-language version.
Who owns and runs ROCO?
The website is operated by Roco Broker (MU) Ltd, a Mauritius company whose management company is SALVUS (Mauritius) Ltd. The site does not name its owners or directors. Until mid-2026 the same site was run by Roco Broker Ltd, a company registered on Mohéli in the Comoros with offices listed in New Cairo and Podgorica.
How long has ROCO been operating?
About two years. The rocobroker.com domain was registered on 29 August 2024 and the first licence, from MISA, is dated 25 October 2024. Nothing we could verify about the company supports the About page's claim of 12+ years of financial market experience.
Can I withdraw my money from ROCO?
We found no reports of refused or frozen withdrawals, and several clients on an Iranian review site say withdrawals were approved quickly. The client agreement charges 3% (or the deposit fees) if you withdraw without trading after a deposit, and lets the firm remove profits it considers abusive. Test a small withdrawal first.
Is my money safe with ROCO?
Only to a limited degree. The FSC licence is genuine but offshore and new, the client agreement does not say client money is held in segregated accounts, and disputes go to Comoros courts or a MISA-appointed arbitrator. Money sent through TCPAY or crypto is hard to recover if something goes wrong.
What is an FSC Mauritius licence worth?
It is a real licence from a working regulator that sets capital, compliance and reporting rules, and a clear step up from MISA. It is still an offshore licence for firms serving clients outside Mauritius, and it gives far less protection than a licence from the FCA, ASIC or CySEC.
What was ROCO's MISA licence?
Roco Broker Ltd held Forex Trading License (EP) BFX2024190 from the Mwali International Services Authority, dated 25 October 2024. In December 2025 the Central Bank of the Comoros said licensing financial institutions is its exclusive power and named MISA among structures falsely claiming to grant approvals. ROCO's site no longer cites this licence.
Is ROCO a clone of another broker?
No. ROCO uses its own brand, its own domain since 2024 and its own licensed company. The FSC register entry matches the name and address on rocobroker.com, and we found no other firm whose licence or identity ROCO uses.
Does ROCO accept clients from Iran?
Yes. The site has a Persian version and offers deposits and withdrawals in Iranian rial through TCPAY. Iran and North Korea are the two countries on the FATF list of high-risk jurisdictions subject to a call for action, and ROCO excludes only North Korea.
What should I check before depositing with ROCO?
Confirm the FSC register entry yourself, read the dispute clauses (15 and 22) in the client agreement, and check whether ROCO is licensed in your country. Understand the bonus terms before accepting one and make a small test withdrawal. Never pay a fee to release funds.
What should I do if I cannot withdraw from ROCO?
Put the request in writing to support@rocobroker.com and keep every record. You can complain to the Financial Services Commission, Mauritius, which licenses Roco Broker (MU) Ltd. If you paid by card, ask your bank about a chargeback quickly. Ignore anyone offering to recover your money for an upfront fee.
What we recommend
The practical takeaway from everything above.
If you are considering ROCO, treat it as a high-risk offshore broker and keep the amount small.
- Search Roco Broker on the FSC Mauritius online register and confirm the Investment Dealer entry is still listed.
- Read clauses 15 and 22 of the client agreement. Disputes go to Comoros courts and a MISA-appointed arbitrator, not to Mauritius.
- Check your own country. Residents of Russia should note the Bank of Russia warning. Residents of Australia, Canada, Japan, Singapore or the EU would be dealing with a firm their own regulator has not licensed.
- Prefer a card over TCPAY or crypto, since card payments can sometimes be disputed with your bank.
- Withdraw a small amount before depositing more. Skip the 40% bonus unless you accept that the agreement lets the firm cancel bonuses and profits it considers abusive.
- Treat a call from an expert after a loss as a sales call, and never pay a fee or tax to release a withdrawal.
- Keep your own records: receipts, chat logs and account statements.
