Is Windsor Brokers a scam?

High risk (unverified)MEDIUM confidence
Offshore regulatory arbitrage, high risk but not fraud

Windsor Brokers does not appear to be a scam, and we found no evidence of fraud, but it is a high-risk offshore broker with a 48% risk rating.

  • The licences are real. The Seychelles FSA lists Windsor Brokers International Ltd as a Securities Dealer with windsorbrokers.com as its website. Group companies also hold licences in Kenya (CMA 156), Jordan (JSC) and the British Virgin Islands.
  • The CySEC licence is not this website's. Many sites attach CySEC licence 030/04 to the brand. It belongs to sister company WB Trade EU Ltd (formerly Windsor Brokers Ltd) and covers only wbtrade.eu, not windsorbrokers.com.
  • Two regulators have flagged unlicensed activity. The Ontario Securities Commission warned about former group company Windsor Brokers (BZ) Ltd in March 2026. Malaysia's Securities Commission listed the brand in May 2023. Both warnings are about missing local licences, and neither alleges fraud.
  • Clients often report cancelled profits. A recurring complaint is that profits were cancelled under abusive-trading or bonus rules and only the deposit was paid back. Trustpilot rates the broker 3.5/5 from 108 reviews; Forex Peace Army rates it 1.5/5 from 182.
  • The history is long but not 1988. Verified records go back to 2000 (the domain) and 2001 (the Cyprus company). The site's 'since 1988' claim cannot be traced in any registry.

Regulation

7/10 · High

Licences confirmed in Seychelles, Kenya, Jordan and BVI, but most clients sit with the offshore Seychelles company, CySEC covers only the EU sister brand, and regulators in Ontario and Malaysia flagged unlicensed activity.

Identity & transparency

2/10 · Low

Group companies, addresses and owners are disclosed and match the FSA, CMA and Cyprus registers; the live site omits licence numbers.

Withdrawals & conduct

6/10 · High

Different clients on two platforms report profits cancelled with only deposits returned (mainly May to September 2024); the broker answers most complaints and many clients report smooth withdrawals.

Reputation

6/10 · High

Trustpilot 3.5/5 (108 reviews), Forex Peace Army 1.5/5 (182), app 4.6/5; a 2017 lawsuit against clients and a review site; two regulator alerts.

Website claims

5/10 · Moderate

No false licence claims, but 'since 1988' cannot be traced in any registry, an Iran-branded Farsi domain pointed to the main site until 2024, and 1:2000 leverage and sticky bonuses are heavily promoted.

Operational history

6/10 · High

Domain registered January 2000 and Cyprus company March 2001, both verified, with continuous operation under the same family.

Why we reached this verdict

How the evidence adds up.

We rate Windsor Brokers high risk rather than a scam. The company is real and licensed, but three things carry risk: which company most clients are placed with, what regulators have said, and what clients report.

  • The licences check out, but most clients are offshore. The Seychelles FSA entry matches the broker's name, website, address and phone. That licence comes with no compensation scheme. The Kenya and Jordan licences cover only local clients.
  • CySEC does not cover this website. CySEC lists licence 030/04 under WB Trade EU Ltd, the renamed Windsor Brokers Ltd, and its only approved domain is wbtrade.eu. windsorbrokers.com does not claim that licence and does not accept EU clients.
  • Two regulator alerts. On 27 March 2026 the OSC said Windsor Brokers (BZ) Ltd, found at windsorbrokers.bz, is not registered in Ontario. That domain redirected to the main site, and the Belize company was named in the site's footer in January 2023, so we count the warning against this operation. Malaysia's SC added the brand to its alert list on 30 May 2023; it no longer appears on the current list. Both alerts concern missing local licences, not fraud.
  • A repeated complaint. Different clients on Trustpilot and Forex Peace Army describe profits cancelled as 'abusive trading' or 'arbitrage', with only deposits returned. Many of these reports date from May to September 2024. One case gives account 5242029, deposits of $5,800 and $19,450, and $7,035.70 of profit removed. The detailed reports describe profits taken away, not deposits kept. A few short reviews allege lost deposits but give no details.
  • Conduct flags. We found leverage up to 1:2000, bonuses that disappear on any withdrawal, and account managers who steer trades. In 2017 the group ran a Farsi site aimed at Iranian traders, and the same year it sued four clients and Forex Peace Army's parent company over negative posts.
  • Score arithmetic: (Regulation 7 x2 + Identity 2 x2 + Withdrawals 6 x2 + Reputation 6 + Website claims 5 + History 2) / 9 = 4.8, which gives 48%.

9 against9 in favour
  • E1The Seychelles FSA register lists Windsor Brokers International Ltd as a Securities Dealer, trade name Windsor Brokers, website https://www.windsorbrokers.com, address Scenic Car Hire Building No. G3, Ma Joie, Mahe, phone +248 432 11 48. The name, website, address and phone all match the broker's own contact page.

  • E2An archived copy of en.windsorbrokers.com from 3 January 2023 names the group companies: Windsor Brokers International Ltd (FSA Seychelles, licence SD072), Seldon Investments (JSC Jordan), Windsor Brokers (BZ) Limited (FSC Belize), Windsor Markets (Kenya) Limited (CMA licence 156), and Windsor Brokers Ltd (CySEC 030/04, serving Europe under windsorbrokers.eu). It also names WB Global Ltd for payments and Windsor Solutions Ltd as site operator.

  • E3Kenya's CMA lists Windsor Markets Kenya Limited, licence 156, under Non-Dealing Online Foreign Exchange Brokers, with en.windsorbrokers.com/contact as its website. A non-dealing licence does not allow market making.

  • E4The Jordan Securities Commission lists Seldon Investments Jordan among companies licensed to deal in foreign exchanges, as a financial broker for the account of others, introducing broker and financial adviser.

  • E5The BVI Financial Services Commission lists Windsor Global Markets Ltd as a currently regulated entity of type Dealing as Agent, in an entry dated 31 August 2026. No licence number is published.

  • E6CySEC lists licence 030/04 (granted 20 May 2004) under WB Trade EU Ltd, company 119081, 53 Spyrou Kyprianou Ave, Limassol, with www.wbtrade.eu as its only approved domain. WB Trade EU's own site says it was formerly Windsor Brokers Ltd and serves EU clients only. windsorbrokers.com does not claim this licence.

  • E7The Cyprus companies registry shows HE 119081 registered on 16 March 2001, status registered, under the previous name Windsor Brokers Limited and the current name WB Trade EU Ltd. Its directors include Samer Abuaitah and Hanna Nicola Abuaitah, of the same family as Windsor CEO Johny Abuaitah.

  • E8The same registry shows the site operator WIT IT Solutions Ltd (formerly Windsor Solutions Ltd, HE 383796) registered on 14 May 2018, and WB Global Ltd (formerly Milven Holdings Limited, HE 343423) registered on 20 May 2015.

  • E9RDAP shows windsorbrokers.com registered on 13 January 2000 through Wild West Domains. Archived copies of the site exist from 2010 onward.

  • E10The site says Windsor has operated since 1988, but no registry record we found is older than 2000 to 2001. A conference speaker profile says Johny Abuaitah and his father Nicolas founded Windsor in 1988, so we treat the claim as unproven rather than shown false.

  • E11On 27 March 2026 the Ontario Securities Commission warned that Windsor Brokers (BZ) Ltd, found at windsorbrokers.bz, is not registered in Ontario to trade securities. The Belize company was part of the windsorbrokers.com group, so we count the warning against this operation. It is a registration notice and alleges no fraud.

  • E12An archived capture from 16 June 2019 shows windsorbrokers.bz redirecting to en.windsorbrokers.com. By 2024 it pointed to windsorbrokers.com.bz, which now shows only a hosting placeholder.

  • E13The Securities Commission Malaysia added Windsor Brokers to its Investor Alert List on 30 May 2023. Press coverage at the time said the alert covered Windsor Brokers Ltd, Windsor Brokers BZ Ltd and Seldon Investments for unlicensed capital market activity.

  • E14The current SC Malaysia Investor Alert List no longer contains Windsor Brokers, while AETOS, Lion Brokers and CWG Markets, which were added the same day, remain on it. windsorbrokers.com now lists Malaysia as excluded.

  • E15An IOSCO I-SCAN search for windsor returns two relevant entries: the OSC notice on Windsor Brokers (BZ) Ltd, and a 2012 FCA notice that a firm was cloning the authorised Windsor Brokers. The other hits are unrelated firms, and no other regulator names windsorbrokers.com.

    ModerateIOSCO I-SCAN
  • E16The FCA warns that windsorbrokerslimited.com is a clone using the details of the genuine Windsor Brokers Ltd (FRN 463727). That site is a different operation, and its conduct is not attributed to Windsor.

  • E17The live sign-up form offers 194 countries and excludes Canada, Malaysia, the United States, the United Kingdom, EU countries and Iran.

  • E18Trustpilot shows 108 reviews and a 3.5 score, with 51% five-star and 41% one-star reviews, and replies to 75% of negative reviews. One-star reviews from 2021 to 2026 include roughly a dozen money complaints (profits cancelled, accounts closed, withdrawals unpaid), plus many bonus and support complaints.

    ModerateTrustpilot
  • E19Different clients on Trustpilot and Forex Peace Army, mostly in May to September 2024, describe profits cancelled as abusive trading or arbitrage, with only deposits returned. One client lists account 5242029, deposits of $5,800 and $19,450, a rejected $13,675 withdrawal, and $7,035.70 of profit removed under the 'Abusive trading activity' clause. Two Indonesian clients say an account manager would only refund their deposits if they emailed a request to cancel their profits.

  • E20Forex Peace Army (archived 4 July 2025) rates Windsor Brokers 1.54 out of 5 from 182 reviews. Many 2021 to 2022 reviews describe $30 no-deposit bonus profits voided at withdrawal under IP-address or multiple-account rules. One 2024 review reports fast withdrawals.

  • E21Forex Peace Army reports that in 2017 Windsor Brokers sued four of its own clients and Forex Peace Army's parent company in Cyprus to remove negative reviews. It also says a five-star review was posted from inside Windsor's offices in July 2017.

  • E22Recent Trustpilot reviews from Qatar, the UAE, Jordan and Germany report smooth deposits and withdrawals. The Windsor Brokers app, published by WIT IT SOLUTIONS LTD, has 4.6 stars from about 2,480 Google Play reviews and over 500,000 downloads.

  • E23In October 2017 windsorbrokersiran.com was a Farsi Windsor Brokers site for Iranian traders that linked to the group's client portal. An archived capture shows the domain still redirecting to en.windsorbrokers.com in August 2024. The current site lists Iran as a restricted country.

  • E24The deposit bonus (20% to 100%, up to $60,000) cannot be withdrawn and is removed in full on any withdrawal request. Leverage goes up to 1:2000.

  • E25Windsor says clients of its Seychelles and Kenya companies are covered by a Lloyd's of London policy of up to $5 million against errors, omissions, negligence and fraud. It is a private policy, not a compensation scheme.

  • E26The GLEIF record for Windsor Markets (Kenya) Limited (LEI 549300MCH97KZOBUQX15) shows company PVT-GYUMD8R, created on 9 March 2019.

The other side

The strongest case in this broker’s favour.

The strongest case for Windsor Brokers is that it is an old, real business that answers its critics.

  • It has a verified history: the domain dates from 2000, the company from 2001, and the CySEC licence from 2004. Archived copies of windsorbrokers.com exist from 2010 onward.
  • The Seychelles and Kenya register entries match the broker's website and contact details. The Jordan and BVI entries match the company names the site gives.
  • One family (Abuaitah) runs the Cyprus companies and the companies that serve clients outside the EU. That fits a real group structure, not a shell.
  • The FCA has warned about clones copying the genuine Windsor Brokers Ltd, such as windsorbrokerslimited.com. A brand gets copied when it has a reputation worth borrowing.
  • The company replies to 75% of negative Trustpilot reviews, and many clients report fast withdrawals. Its app has 4.6 stars from about 2,480 Google Play reviews and over 500,000 downloads.
  • In the most detailed 2024 complaint, Windsor returned the client's $25,250 of deposits and cited a written clause for the profit it removed.
  • The sign-up form now excludes Canada, Malaysia and Iran, the countries behind the regulator alerts and the Farsi site.

What would change this

What we would need to see to revise the verdict.

These findings would move the rating:

  • Lower: the OSC withdrawing its warning, or Windsor registering in the places it markets to.
  • Lower: licence numbers and register links published on the live site.
  • Lower: an independent body, such as a financial ombudsman, reviewing the profit cancellations and finding them fair.
  • Lower: audited evidence that the Seychelles company keeps client money in segregated accounts.
  • Higher: credible, detailed reports of deposits being withheld (not only profits), or a demand for extra payment before a withdrawal.
  • Higher: a regulator enforcement action or court ruling on how the group handles client money.
  • Higher: evidence that it still takes clients from restricted countries such as Iran.

Frequently asked questions

Quick answers about this broker’s safety.

14 questions
Is Windsor Brokers a scam?

We found no evidence that Windsor Brokers is a scam. It is a real, licensed group with records going back to 2000. We still rate it high risk (48%), because most clients are placed with an offshore Seychelles company and clients repeatedly report cancelled profits.

Is Windsor Brokers a fraud?

No. No regulator or court has found Windsor Brokers guilty of fraud, and we found no evidence of fraud. The regulator notices we found, from Ontario in 2026 and Malaysia in 2023, concern missing local licences and do not allege fraud.

Is Windsor Brokers regulated?

Yes, through several companies. The Seychelles FSA lists Windsor Brokers International Ltd as a Securities Dealer (licence SD072), and group companies are licensed in Kenya (CMA 156), Jordan (JSC) and the British Virgin Islands. Most international clients are placed with the Seychelles company, which offers weaker protection than an EU or UK licence.

Is Windsor Brokers regulated by CySEC?

Not for windsorbrokers.com clients. CySEC licence 030/04 belongs to WB Trade EU Ltd, formerly Windsor Brokers Ltd, a sister company that serves EU clients only at wbtrade.eu. The windsorbrokers.com site does not claim CySEC and does not accept EU residents.

Which company holds my money at Windsor Brokers?

For most clients outside Jordan and Kenya, the contracting company is Windsor Brokers International Ltd in Seychelles. Clients in Jordan deal with Seldon Investments, and clients in Kenya deal with Windsor Markets (Kenya) Limited. Check the company named on your client agreement.

Can I withdraw my money from Windsor Brokers?

Many clients report normal withdrawals, and the company replies to most complaints. But a recurring complaint is that profits were cancelled under abusive-trading, arbitrage or bonus rules, with only the deposit paid back. Withdraw profits regularly and avoid strategies the client agreement restricts.

Why do clients say Windsor Brokers cancelled their profits?

Windsor's client agreement lets it remove profits it considers abusive trading, and its bonus terms void promotional profits if rules such as one account per IP address are broken. In one 2024 case, $7,035.70 of profit was removed as gold arbitrage while $25,250 of deposits was returned. Clients dispute these decisions, and we found no independent ruling on them.

Why did the Ontario Securities Commission warn about Windsor Brokers?

On 27 March 2026 the OSC said Windsor Brokers (BZ) Ltd, found at windsorbrokers.bz, is not registered in Ontario to trade securities. That Belize company was part of the Windsor group, and its domain once redirected to windsorbrokers.com. The current sign-up form no longer lists Canada.

Is Windsor Brokers on Malaysia's investor alert list?

The Securities Commission Malaysia added Windsor Brokers to its Investor Alert List on 30 May 2023 for unlicensed activity. The brand no longer appears on the current list, and windsorbrokers.com now excludes Malaysia.

How old is Windsor Brokers?

The site says it has operated since 1988, and a founder biography says the Abuaitah family started it that year. The oldest records we could verify are the windsorbrokers.com domain (January 2000) and the Cyprus company (March 2001). Even on those dates it is a long-established firm.

Is the Windsor Brokers deposit bonus worth taking?

The bonus (20% to 100%, up to $60,000) cannot be withdrawn, and the whole bonus is removed as soon as you request any withdrawal. Treat it as extra margin with strings attached, not as money you own.

Is my money insured at Windsor Brokers?

Windsor says clients of its Seychelles and Kenya companies are covered by a Lloyd's of London policy of up to $5 million against errors, negligence and fraud. This is a private policy, not a government compensation scheme, and its full terms are not published on the site.

Are there fake Windsor Brokers websites?

Yes. The FCA has warned about a clone at windsorbrokerslimited.com that copied the details of the genuine Windsor Brokers Ltd. Use windsorbrokers.com, the regional domains it links to, and the client portal at myuserhub.com.

What should I check before depositing with Windsor Brokers?

Confirm the company named in your agreement, and read the abusive-trading and bonus clauses. Check the Seychelles FSA entry for Windsor Brokers International Ltd. Start with a small deposit and a test withdrawal.

What we recommend

The practical takeaway from everything above.

Our advice

If you are considering Windsor Brokers, treat it as an offshore broker and limit your exposure.

  • Check which company your account is with. On windsorbrokers.com it is usually the Seychelles company, not a CySEC-licensed one.
  • Skip the deposit bonus if you want to withdraw freely. The whole bonus is removed on any withdrawal.
  • Read the abusive-trading clause in the client agreement before scalping, news trading or trading gold, and withdraw profits regularly.
  • Do not follow trading instructions from account managers.
  • EU residents can only be served by WB Trade EU Ltd at wbtrade.eu, under CySEC. Residents of Canada, Malaysia, the US and the UK cannot sign up.
  • Make sure you are on windsorbrokers.com. Clones such as windsorbrokerslimited.com have used the Windsor name.
  • Start with a small deposit and request a test withdrawal before adding more.
