The UK Financial Conduct Authority (FCA) has cancelled the authorisation of VS1 Business Services (Europe) Ltd as an Authorised Payment Institution (API), with the decision taking effect on 23 March 2026.
According to the FCA, the firm failed to demonstrate a readiness and willingness to comply with its ongoing regulatory obligations. The Authority concluded that VS1 Business Services (Europe) Ltd had not paid overdue regulatory fees and levies owed to the FCA and had not submitted its annual regulatory returns, despite repeated requests.
Regulatory failings cited by the FCA
The FCA stated that the firm’s failure to pay outstanding regulatory fees and levies and to file required annual regulatory returns were key factors in its decision. These obligations form part of the ongoing regulatory requirements for Authorised Payment Institutions operating under the FCA’s supervision.
In light of these breaches, the FCA found it desirable to cancel the firm’s API authorisation in order to protect the interests of consumers. The Authority’s action is intended to ensure that only firms that meet their regulatory responsibilities can continue to provide regulated payment services.
Dormant status and cessation of business
The FCA also noted that VS1 Business Services (Europe) Ltd had filed accounts with Companies House showing the firm to have been dormant since 2020. On this basis, the Authority considers that the firm has ceased to engage in any business activity for more than six months.
This dormant status provided an additional ground for cancellation of the firm’s authorisation. The FCA determined that, given the absence of business activity over an extended period, continued authorisation as an API was no longer appropriate.
Consumer protection and market integrity objectives
The cancellation action has been imposed in order to advance the FCA’s consumer protection and integrity objectives. By removing the authorisation of firms that do not meet regulatory standards or are no longer active, the Authority aims to support confidence in the regulated financial services sector.
The FCA’s decision means that VS1 Business Services (Europe) Ltd is no longer authorised as an Authorised Payment Institution from 23 March 2026.
