They come from 47 firms on that register, and each of the ten clears a score of 52 with a clean regulation status. Amana Capital leads at 67.4, ahead of Capital.com at 64.7 and MultiBank Group at 63.6, with a median of 59.3 across the group.

What an SCA licence means, and how these ten were ranked

The SCA is the federal regulator for the securities and commodities markets across the United Arab Emirates. From the start of 2026 it operates under a new name, the Capital Market Authority (CMA), and licences issued under the SCA name remain valid. To run a margin foreign exchange desk, a broker needs a Category 1 dealing licence that specifically endorses OTC derivatives and spot currency activity, so a general SCA licence is not on its own proof that a firm may offer retail forex.

The order here is the WIKILIX score, highest first, with ties settled by the earlier opening date. The score reflects a broker's regulatory standing and how long it has traded, and it rewards firms that answer to a regulator in more than one place. Every one of these ten does that: alongside the SCA licence, each also holds at least one tier-1 authorisation, most often the UK FCA or Australia's ASIC.

Local houses and global groups share the same register

The SCA register holds more than one kind of firm. Of the 47 licensees, 14 carry an SCA licence and nothing else, and almost all of those are UAE names such as Orient Financial Brokers, which dates to 1994 and is the oldest firm on the register. The other 30 pair the SCA with authorities abroad. That split matters. Only two of the ten ranked above, Amana Capital and ADS, are actually headquartered in the Emirates. The rest are international groups from Australia, Cyprus, Belize, the United Kingdom, the Bahamas and Vanuatu that added an SCA licence to reach Gulf clients. A licence tells you which regulator a firm answered to, not where it keeps its head office.

Fourteen of the 47 carry a warning label in our records rather than a clean status, which is why they are absent above. What this ranking does not tell you

Score is not price. This page does not compare spreads, commissions, execution speed or the platforms each broker runs, and it does not tell you whether a given firm will take you on as a client. Many of these groups operate more than one entity, and the account a trader outside the UAE opens is often booked with an offshore arm rather than the SCA-licensed company, which changes both the leverage on offer and the protection behind it.

  • Read which legal entity your account agreement names, then confirm that entity, not just the brand, appears on the SCA and CMA register.
  • Check the entry lists the OTC derivatives and spot forex activity, not only a general dealing permission.
