All 44 are on this page in score order, and nothing has been filtered out: 32 carry a clean status label in our records and 12 carry something else, which this list shows rather than hides.
The order is the WIKILIX score, highest first. Amana Capital Ltd leads on 67.4 and records seven authorities, the SCA and the FCA among them. Orient Financial Brokers LLC is the oldest entry, with a recorded opening date of 8 January 1994, and ADS is the newest at 2025. The median score across all 44 is 37.3, so half of this list sits below that figure.
What the 44 look like as a group
- 32 hold a clean regulation status label. The other 12 are recorded as offshore (6), noRegulation (3), exceeded (2) and suspiciousClone (1).
- 30 record licences from two or more authorities. Fourteen record the SCA and nothing else.
- 19 also hold a licence from an authority WIKILIX rates tier-1, counted across FCA, ASIC, MAS, BaFin, SFC and NFA entries.
- 13 opened before 2010, and every one of the 44 has an opening date on record, so no count on this page quietly excludes unknown cases.
- Scores run from 7 to 67.4. CFI International Ltd sits eighth on 58.0 with nine authorities recorded and still carries our offshore label, so the two facts move independently.
- Only 13 are headquartered in the UAE. Mauritius accounts for 7, Australia and Seychelles for 3 each, and the remaining firms spread across 14 other recorded domiciles, with 2 carrying no recorded country.
What an SCA licence covers, and what this list required
One condition built the page: a recorded SCA licence. No score floor, no age threshold, no status screen. That is deliberate for a list query. Someone searching for the SCA list wants the register, not a shortlist of six that somebody preferred.
WIKILIX rates the SCA a tier-2 authority. Tier-2 is not an accusation, it is a statement about how much enforcement and compensation machinery sits behind a licence compared with the FCA or ASIC. Nineteen firms here hold a tier-1 licence as well, which deserves more of a reader's attention than the SCA line on its own. Tier is not printed on a broker card, so that count comes from joining regulator short names against our regulator table, and FSA entries were left out of it because three separate authorities share that abbreviation in our data. Nineteen is therefore a floor.
The score sorts the page and does nothing else. It does not measure spreads or execution costs, because WIKILIX holds no spread data at all, so read the order as our own rating rather than as a cost ranking.
SCA is not the DFSA, and not the ADGM
Three separate authorities license financial firms in the UAE, and this page covers one of them. The DFSA regulates inside the Dubai International Financial Centre, the ADGM regulates inside Abu Dhabi Global Market, and WIKILIX records all three as distinct authorities. A firm licensed only in a free zone is not here. Amana Capital appears because it records both an SCA and a DFSA entry, while IG and HYCM record a DFSA licence and no SCA one, which is exactly why neither shows up on this page. The wider view, brokers holding any UAE licence, takes in those free-zone entries and limits itself to firms with a clean status label.
Before you act on any entry here
- Match the licence to the register. The SCA publishes its own licensee data at sca.gov.ae, and the number in a client agreement should be findable there.
- Check which company you are actually contracting with. Only 13 of these 44 are headquartered in the UAE, and several groups here run a Mauritius or Seychelles entity next to the licensed one.
- Read the leverage figure against that entity. Twenty-one of the 44 record 1:500 or more, XS and XSTrades record 1:2000, and five record 1:1, which is no leverage at all.
- Treat a status label as a reason to read further, not as a verdict you can skip. The 12 flagged entries stay on the page so they can be seen.

This page is a stored query rather than a hand-maintained list. The count moves when the licence records move: a new SCA entry adds a broker, a withdrawn one drops it, and the order shifts as scores are updated. If the figures in the copy ever disagree with the grid, the grid is current and the copy is due a refresh.
Two things this list deliberately does not do. It does not rank on cost, because WIKILIX holds no spread or commission data, and it does not tell you which countries a broker accepts clients from. Both belong to the broker's own terms.
