Top 10 FSC Regulated Brokers by WIKILIX Score

The ten highest-scoring brokers WIKILIX records holding a Financial Services Commission (FSC) licence, drawn from 24 that scored 50 or higher and ordered by that score alone. Firms flagged as clones or trading beyond their licence are left off.

Updated September 2026

An FSC licence is one of the most common credentials in offshore forex, and one of the most slippery, because those three initials belong to more than one Financial Services Commission. This page ranks the ten highest-scoring brokers WIKILIX records with an FSC licence, drawn from the 24 that clear a score of 50 and narrowed to those with a clean recorded status. The order is the WIKILIX score and nothing else. Magic Compass leads on 77.5, Carlyle follows on 71.5, and FXGIANTS closes the list on 55.5.

Which FSC, and why score sets the order

In forex, an FSC licence most often points to the Financial Services Commission of Mauritius, an offshore regulator that authorises a firm's international arm rather than its home-market business. The same initials are used by commissions in Belize, the British Virgin Islands and elsewhere, so the licence line on a broker's site is worth reading closely before you trust it. The firms above are headquartered everywhere from the United Kingdom to Belize, and an offshore FSC registration sits lighter than an onshore licence wherever the parent is based. Every name had to clear a WIKILIX score of 50 and hold a clean status. The score reflects a broker's regulation and trading history. It says nothing about spreads, execution or whether a firm suits you.

An offshore licence rarely travels alone

What stands out about this group is how little any of them rest on the FSC alone. All 18 brokers that qualified pair it with at least one tier-1 authority, most often the UK's FCA or Australia's ASIC, and several are authorised by five or more regulators in total. SuperForex lists nine, ATFX eight. An offshore FSC registration carries no investor compensation scheme and no guaranteed segregation of client money, so that heavier second licence is usually where a trader's real protection lives. Age tells a similar story of firms that built a name elsewhere first: Carlyle and Motilal Oswal both date to 1987, the oldest on the list, while three qualifying names, Magic Compass among them, have no opening date on record.

The higher scores that did not make the cut

A score above 50 is not a clean bill of health. Six of the 24 brokers that qualified on score carry a status a trader should read first, so they sit this one out. triomarkets scored 69.4, higher than eight names on this list, yet WIKILIX flags it as a suspicious clone; equiti on 66.1 and Trading 212 on 61.2 carry the same mark. The ten above are the highest scorers that remain once those firms are removed. Across the 18 clean names, the median score is 55.9 and the spread runs from 50.9 to 77.5.

Before you fund an FSC-licensed account

  • Read which FSC issued the licence. A Mauritius number is not a Belize or British Virgin Islands one, and the register you check depends on which commission actually authorised the entity.
  • Match the licensed company to the one taking your deposit. A broker can market under a familiar brand while booking your account to an offshore FSC entity, where an onshore regulator's protections do not reach.
  • Weigh the leverage against your own risk. Four of the ten record a ceiling of 1:1000, while Finalto caps at 1:30, and a higher limit grows losses as fast as gains.
  • Look for the second licence that matters to you. Segregated funds and a compensation scheme come from an onshore authority such as the FCA, not from an FSC registration on its own.

Score order shifts as WIKILIX rechecks each licence and status, so this is the ranking that held on the day the page was built, not a fixed table. A broker that loses its clean status drops off, and one that adds a heavier licence can climb.

To see how an offshore FSC licence compares with the onshore regulators most of these firms also answer to, the top FCA regulated brokers and top ASIC regulated brokers cover the two named most often above. The top FSA (Seychelles) regulated brokers and top FSCA regulated brokers track the same offshore-heavy field under other regimes. Whichever you read, confirm the licence number on the Mauritius FSC register before you deposit, and check which company entity your account is booked to.

Most Popular Questions
Most of them. Every one of the 18 qualifying brokers pairs its FSC licence with at least one tier-1 authority. On the top ten, ATFX, Finalto, FXGIANTS and CPT Markets all hold the FCA, and several add ASIC, while SuperForex lists nine regulators in total. That layering is common among offshore-licensed brokers and is worth checking name by name.
This list cannot tell you. It ranks brokers by the licences WIKILIX has on record and by score, not by where each one accepts clients. A licence is about how a firm is regulated, not who it onboards, so check each broker's own terms and confirm the register entry for the specific entity that would hold your account.
Offshore regulators set looser leverage limits than onshore ones. Four of the ten brokers here record a maximum of 1:1000, and some across the wider field go higher, against the 1:30 cap an FCA or ASIC retail account imposes. Finalto is the exception on this list, holding its FSC alongside tier-1 licences and capping at 1:30.
triomarkets scored 69.4, above eight names here, but WIKILIX records it with a suspicious-clone status, so it is set aside. equiti on 66.1 and Trading 212 on 61.2 carry the same flag. This ranking includes only brokers with a clean recorded status, which is why six high scorers from the qualifying pool of 24 are left off.
On its own, not much. An offshore FSC registration carries no investor compensation scheme and no guaranteed segregation of client funds. That is why all 18 qualifying brokers here also hold at least one tier-1 licence, such as the FCA or ASIC. That second authorisation, rather than the FSC line, is usually where a trader's real protection sits.
Magic Compass, at 77.5, followed by Carlyle on 71.5. Both pair their FSC licence with tier-1 authorities: Magic Compass with Hong Kong's SFC and Cyprus's CySEC, Carlyle with Singapore's MAS and the SFC. The WIKILIX score reflects a broker's regulation and trading history, not its spreads or execution speed.
Most often the Financial Services Commission of Mauritius, an offshore regulator that licenses the international arm of a broker. The same initials are also used by commissions in Belize, the British Virgin Islands and elsewhere, so 'FSC regulated' on its own does not tell you which one. Check the licence number against the named commission's own register.
Ten. They are the highest-scoring names among the 24 brokers WIKILIX records with an FSC licence and a score of 50 or higher, once the six carrying a flagged status are removed. Magic Compass tops the ranking on 77.5 and FXGIANTS closes it on 55.5, and the order is the WIKILIX score alone.
